E-parliaments in Guyana

We have received a request from the CO in Georgetown to provide policy and technical support to national Parliament. UNDP is currently running a parliamentary support programme which apparently has an ICT compoment. Parliament is planning to have a brand new web site while beefing up its internal capacity to manage ICTs, develop and deploy an electronic document management system and device an overall strategy for the entity.

The (short) ToR for the mission is here. Our team expert on e-parliaments will be fielding this mission which will take place at the end of this month.

A few years ago we did a rather large study on e-parliaments with EU funding. The study proposed this framework

which focused on the the three core functions of parliaments and suggested ways in which ICTs could enhance or transform them. I have not revisited this since. It will however be interesting to reassess this in light on the Web 2.0 “revolution” and the massive spread of mobile technologies.
